As for the tech, I don't doubt him but he would have loved to have sold you a new gpu and motherboard. Unless it has compromised some solder connections it is more than likely being caused by power bleed from running along the corrosion tracts as they can be conductive. The fact that it boots at all gives you a good chance of recovering the component. Then check the boards really well for signs of degradation around any solder joints. Inspect both the gpu and mb for corrosion and clean them really well with break cleaner and a soft toothbrush. I doubt all of them have such a good warranty. only way to shut off power is to use the rocket switch on the PSU. The fan on the processor cooler will only run if connected to the OPT FAN3 spot (near the ps2 mouse/keyboard port).
